That is why the Annenberg Foundation is marking its 15th anniversary with this report, which explores its principal grants and projects since 1989 and considers how these activities endeavored to expand opportunity and advance the public good through communications. These were Walter H. Annenberg's goals and passion throughout a distinguished career in business, diplomacy and philanthropy, and they remain the purpose, resolve and commitment of the Annenberg Foundation today. Communication is a lustrous thread that runs through the tapestry of the Foundation's work in education, the arts, civic life and health care. Woven together, these threads form a powerful strand that undergirds the Foundation's efforts in these four essential walks of life. Ambassador Annenberg had an unwavering belief in the power of education to transform lives and to help this nation live up to the ideals and vision of its founders. Over the last decade, the Foundation's education philanthropy evolved from an almost exclusive concentration on higher education to a deep commitment to improving schools and expanding opportunities at every level, from pre-kindergarten to graduate studies. The Foundation nurtured and expanded a long-running partnership with the Corporation for Public Broadcasting that gives millions of students and teachers access to enriched courses and professional development, at first over the airwaves alone and now by satellite, over the internet and on DVDs as well. The arts, too, lie at the heart of the Annenberg Foundation's work. To assess cytochrome c release, cells were washed twice with PBS, pH 7.4, after PDT exposure and subsequently fixed and permeabilized with 1 ml of 1% paraformaldehyde at room temperature for 15 min. After rinsing with PBS, cells were incubated in IFB PBS containing 1% bovine serum albumin and 0.1% Tween 20 ; buffer for 10 min before incubation in IFB containing mouse anti-cytochrome c antibody 1: 100 dilution, clone 6H2.B4, PharMingen ; for 1 h at room temperature or overnight at 4 C. After rinsing with IFB to remove unbound antibody, cells were incubated in IFB containing horse anti-mouse IgG conjugated to Texas Red 1: 60 dilution, Vector Laboratories ; for 1 h at room temperature or overnight at 4 C. Active prompting of the prescriber to perform follow-up laboratory testing in the case of prescribing anticoagulants, thyroid medications, antiseizure medications, and certain cardiovascular drug therapies eg, digoxin and angiotensinconverting enzyme inhibitors ; is feasible. While there is evidence to support the benefits of this approach in the inpatient setting, 26 less than 5% of US hospitals have computerized physician order entry.27, 28 Use of such systems in the ambulatory setting is even more limited; while this approach may be equally useful in the ambulatory setting, evidence supporting the benefits remains largely anecdotal.29 Anticoagulants were responsible for 121 of the 1523 adverse drug events, fully a third of which were considered preventable. A more systematic approach to decision making about the use of warfarin for stroke prevention in older persons is required, as is a more consistent approach to management of anticoagulant therapy. While more widespread use of specialized clinics for anticoagulation therapy to provide coordinated care has been promoted to improve the effectiveness and safety of warfarin in elderly patients, 30 to date the benefits of this approach relative to usual care have not been established.31.

MS. BURR: I'd like to thank the Federal Highway Administration for inviting me to speak at this symposium. As the program notes, I've been asked to speak to you about NAFTA harmonization initiatives. And as the Canadian head of the delegation to NAFTA's Land Transport Standards Committee, commonly known as LTSS, I'm truly honored to do so. Let me start by saying a few words about the context for my remarks. Each year 0 billion worth of goods moves in intraprovincial trade in Canada. And over billion in merchandise is traded across the Canada-U.S. border daily. The framework to enhance this level of trade activity has been provided through national and international agreements, namely the Canadian Agreement on Internal Trade, the Canada-U.S. Free Trade Agreement, and more recently the North American Free Trade Agreement. In considering government's role in enhancing transportation efficiency in support of international trade, it occurred to me that dealing with NAFTA's standards harmonization, important as it is, would only address part of the issue. When I look at the day-to-day workings of my department on the surface transportation side of things, it is clear that harmonization of technical standards can mean different things in different situations. We must also recognize that technical harmonization may not be a complete panacea for addressing problems related to the efficient movement of goods. I would, therefore, propose very quickly to look at harmonization in a broad context and point to a range of approaches or instruments that can break down barriers to the safe and efficient movement of goods across borders. These include the technical harmonization I've touched on, mutual recognition agreements, applications of technology, and broader facilitation initiatives. I will restrict my remarks mainly to motor carrier transportation, which accounts for approximately 70 percent of goods movement by value across the Canada-U.S. border and about half of the Canada-Mexico trade. First let me set the issue in a Canadian context. Trade is of such importance to Canada that we cannot afford to allow the operating rules for our transportation sector to create inefficiencies which add to the cost of goods. Of equal importance to the transportation sector is the need to ensure that our rules are not detrimental to the competitiveness of our carriers in the international market. Both the economy as a whole and the transportation sector, in particular, need consistent national rules that are compatible with North American practice. This synergy between national and international harmonization is particularly significant for the trucking industry in Canada. Fortunately, both levels of government, federal and provincial, agree on the importance of creating a consistent national regulatory environment. Provinces recognize that a regulatory regime which disadvantages their carriers in the interprovincial and international markets will have detrimental effects on their transportation industry and possibly on their trade as well. In 1994, Canada and the provinces took the unusual step of negotiating an internal free trade agreement, which, among other things, set the rules for harmonizing national trucking regulation. This reinforced the commitment to harmony in this sector. This commitment extends to agreement on basic operational standards for carriers. The provinces implement these in detail. And the federal government will shortly exercise its jurisdiction over interprovincial and international carriers to and betaseron and azacitidine.

The primary tests of group differences used profile analysis by multivariate analysis of variance MANOVA ; , with group as a between-subjects factor and neuropsychological scale as a within-subject factor. Multivariate analysis of covariance MANCOVA ; was used to assess effects of possible moderating variables. Deviations from flatness in the patient profiles, if suggested by significant effects of the interactions of group and scale, were assessed by contrasting the mean for each individual scale with the mean of all other scales using paired t tests. This procedure allowed us to determine which scales showed impairment relative to each of the other scales in the analysis of data from the patient group. We also used the method recommended by Chapman and Chapman 1986 ; , involving standardized residual scores. In contrast to the profile analysis by MANOVA which examines the extent to which the average score on Scale X differs from the mean score on other scales ; , standardized residual score analysis considers the statistical interdependence of the scales i.e, examines the extent to which a subject's score on Scale X is deviant, given that subject's scores on the other scales ; . Prediction equations were based on data from the comparison group. The 94 patients completing neuropsychological exams satisfied RDC for schizophrenia N 70; subtypes included: paranoid 54, disorganized 4, catatonic 1, and undifferentiated 11 ; or schizoaffective disorder N 24 ; .
